The Indo-US 'New-klear' agreement

After much ado the Americans and the Indians have reached a commendable Nuclear agreement from the Indian point of view. But what the thinking Indians fear is the fact that Washington is averse to see this as a stand alone Agreement. They hope for more inthe form of the so-called 'strategic partnership'. The separation plan tabled in the Indian Parliament shows that the Indians have played their cards well in the hectic bargain that preceded the agreement. All most all the concerns expressed by the Indian scientific community has been addressed, especially the case of FBRs keeping out of the purview of the safeguards.

But still the fear of India playing the role of a junior partner (as alleged by the Left and the opposition in India) is not yet alleviated. This is because the US sees- and declares openly- the agreenent as part of a wider cooperation in the strategic arrears.
The US has always been the masters of Carrot and Stick policy. History of the US (if it ever had one!) gives ample evidence to be skeptic.
